Egypt constitution finalized as opposition cries foul

CAIRO (Reuters) - An Islamist-led assembly finalized a new constitution early on Friday aimed at transforming Egypt and paving the way for an end to a crisis that erupted when President Mohamed Mursi gave himself sweeping new powers last week.

Mursi said his decree halting court challenges to his decisions, which provoked protests and violence from Egyptians fearing a new dictator was emerging less than two years after they ousted Hosni Mubarak, was "for an exceptional stage."

"It will end as soon as the people vote on a constitution," he told state television on Thursday night. "There is no place for dictatorship."

The assembly concluded the vote after a session that lasted 19 hours, approving all articles including presidential powers, the status of Islam, the military's role and the extent to which human rights will be respected in the post-Hosni Mubarak era.

The final draft contains historic changes to Egypt's system of government. It limits to eight years the amount of time a president can serve, for example. Mubarak was in power for three decades. It also introduces a degree of oversight over the military establishment - though not enough for critics.

President Mursi is expected to ratify the document by Saturday, allowing a referendum to be held as soon as mid-December on a text the Islamists say reflects Egypt's new freedoms.

"We have finished working on Egypt's constitution. We will call the president today (Friday) at a reasonable hour to inform him that the assembly has finished its task and the project of the constitution is completed," said Hossam el-Gheriyani, head of the assembly in a live broadcast of the session.

The vote was often interrupted by bickering between the mostly Islamist members and Gheriyani over the document's articles. Several articles were amended on the spot before they were voted on.

"This is a revolutionary constitution," Gheriyani said, asking members of the assembly to launch a cross-country campaign to "explain to our nation its constitution," added Gheriyani, after which Egypt's national anthem was played.

Gheriyani said the assembly would continue its work in an administrative capacity to prepare for the popular referendum that Mursi is to call for after reading the finalized draft.

Mursi's critics argue it is an attempt to rush through a draft they say has been hijacked by the Muslim Brotherhood, which backed Mursi for president in June elections, and its allies.

Two people have been killed and hundreds injured in the protests since last Thursday's decree, which deepened the divide between the newly empowered Islamists and their opponents.

Setting the stage for more tension, the Muslim Brotherhood and its Islamist allies have called for pro-Mursi rallies on Saturday. But officials from the Brotherhood's party changed the venue and said they would avoid Tahrir Square, where a sit-in by the president's opponents entered an eighth day on Friday.

Seeking to calm protesters, Mursi said he welcomed opposition but it should not divide Egyptians and there was no place for violence. "I am very happy that Egypt has real political opposition," he said.

He stressed the need to attract investors and tourists to Egypt, where the crisis threatens to derail some early signs of an economic recovery after two years of turmoil. Egypt's benchmark stock index fell on Thursday to a four-month low.

'MAY GOD BLESS US'

An alliance of Egyptian opposition groups pledged to keep up protests and said broader civil disobedience was possible to fight what it described as an attempt to "kidnap Egypt from its people."

Eleven Egyptian newspapers plan not to publish on Tuesday to protest Mursi's decree, one reported. Al-Masry Al-Youm, one of Egypt's most widely read daily newspapers, also said three privately owned satellite channels would not broadcast on Wednesday in protest.

The plebiscite is a gamble based on the Islamists' belief that they can mobilise voters again after winning all elections held since Mubarak was overthrown in February 2011.

"May God bless us on this day," Gheriyani, the speaker of the constituent assembly, told members at the start of the session to vote on each of the 234 articles in the draft, which will go to Mursi for approval and then to the plebiscite.

The legitimacy of the constitutional assembly has been called into question by a series of court cases demanding its dissolution. Its standing has also suffered from the withdrawal of members including church representatives of the Christian minority and liberals.

The Brotherhood argues that approval of the constitution in a referendum would bury all arguments about both the legality of the assembly and the text it has written in the last six months.

Mursi is expected to approve the adopted draft at the weekend. He must then call the referendum within 15 days. If Egyptians approve the constitution, legislative powers will pass straight from Mursi to the upper house of parliament, in line with an article in the new constitution, assembly members said.

The draft injects new Islamic references into Egypt's system of government but keeps in place an article defining "the principles of sharia" as the main source of legislation - the same phrase found in the previous constitution.

HISTORIC CHANGES

Among other historic changes to Egypt's system of government, it caps the amount of time a president can serve at two terms, or eight years. Mubarak ruled for three decades. It also introduces a measure of civilian oversight - not nearly enough for the critics - over the military establishment.

The president can declare war with parliament's approval, but only after consulting a national defence council with a heavy military and security membership, effectively giving the army a say. That element was not in the old constitution, used when Egypt was ruled by ex-military men.

Activists highlighted other flaws such as worrying articles pertaining to the rights of women and freedom of speech.

"There are some good pro-freedoms articles, but there are also catastrophic articles like one that prevents insults. This could be used against journalists criticizing the president or state officials," said human rights activist Gamal Eid.

"We wanted Egyptians to get more freedoms and less presidential powers and were unhappy with the end result in those areas," said Edward Ghaleb, who had been sitting on the assembly as a representative of the Coptic Orthodox church.

New parliamentary elections cannot happen until the constitution is passed. Egypt has been without an elected legislature since the Islamist-dominated lower house was dissolved in June.

"The secular forces and the church and the judges are not happy with the constitution; the journalists are not happy, so I think this will increase tensions in the country," said Mustapha Kamal Al-Sayyid, a professor of political science at Cairo University. "I don't know how the referendum can be organised if the judges are upset," he added.

Egyptian elections are overseen by the judiciary.

The decree issued by Mursi worsened already tetchy relations with judges, many of whom saw it as a threat to their independence. Two courts declared a strike on Wednesday.

When herbivores such as caterpillars feed, plants may "call for help" by emitting volatiles, which can indirectly help defend the plants. The volatiles recruit parasitoids that infect, consume and kill the herbivores, to the benefit of the plant. However, such induced plant odours can also be detected by other organisms. A new study published November 27 in the open access journal PLOS Biology shows how secondary parasitoids ('hyperparasitoids') can take advantage of these plant signals to identify parasitoid-infected caterpillars, and duly infect the primary parasitoid, to the detriment of the original plant.

Plant volatiles have long been considered to mediate this mutualistic relationship between plants and herbivores' natural enemies such as parasitoids. When a caterpillar feeds, the parasitoids are able to use the emitted volatiles to locate the otherwise inconspicuous caterpillar, releasing the plant from its attacker. This principle has made its way into sustainable agriculture by using natural enemies such as parasitoids to control herbivorous pests on agricultural crops. However, the largest group of enemies of parasitoids, hyperparasitoids, have so far been left out of studies in this area. This is because very little is known about the cues that hyperparasitoids use to locate their parasitoid hosts.

The new study, by a team of Dutch researchers led by Erik Poelman, shows that hyperparasitoids exploit the different plant odours that are released when a plant is fed upon by a parasitoid-infected caterpillar.

"In controlled laboratory assays as well as under field conditions, hyperparasitoids were offered plant odours coming from two types of plant: ones damaged by healthy caterpillars, and ones damaged by parasitoid-infected caterpillars. We found that they preferentially detected odours of plants damaged by infected caterpillars," explained Dr Poelman. "We were excited by these results as they indicate that hyperparasitoids rely on a network of interactions among plant, herbivore and parasitoids to locate their host".

To show how this complex network of interactions can reliably provide hyperparasitoids with information on the presence of their parasitoid host, the researchers collected saliva of the caterpillars, as they noticed the colour of saliva in healthy, non-host caterpillars was different to that of caterpillars hosting a parasitoid. Factors in caterpillar saliva play an important role in provoking the release of odours from plants, and a change in saliva composition may then alter the cocktail of odours emitted by the plant.

Indeed, Dr Poelman's team found that plant odours induced by the saliva of parasitized caterpillars was more attractive to hyperparasitoids than plant odours induced by the saliva of healthy caterpillars. Consequently, plant odours may actually reduce the benefit of attracting parasitoids to a plant.

"Our results demonstrate that the effects of herbivore-induced plant volatiles should be placed in a community-wide perspective that includes species at the fourth trophic level, to improve our understanding of the ecological functions of volatile release by plants," said Dr Poelman. In addition to the ecological aspects of their work, the authors also stress that their findings are important for developing Integrated Pest Management strategies, in which crops are manipulated to control insect pests by using parasitoids.

Although parasitoids are effective biological control agents, this study suggests that using plant odours to optimize biological control of pests may have side effects that could actually reduce the benefit of pest control, said Dr Poelman.

Soft drink raises men's risk of prostate cancer

London, Nov 27

Men who drink fizzy drinks are not just ruining their teeth but could also be at risk of aggressive prostate cancer, the Daily Mail reported Tuesday.

A Swedish study has found just one soft drink a day could increase the risk of developing more serious forms of the cancer by 40 percent.

Experts at Lund University also found those who ate a carbohydrate diet heavy in rice and pasta increased their risk of getting milder forms of prostate cancer, which often required no treatment, by 31 percent.

And eating lots of sugary breakfast cereals raised the incidence of milder forms of the cancer to 38 percent

Prostate cancer is the second most common cancer in men after lung disease.

The study examined more than 8,000 men aged between 45 and73 for an average of 15 years.

(AP) ? Oregon is No. 1 in The Associated Press college football poll after Alabama gave up the top spot following a loss to Texas A&M.

The Ducks have 45 of 60 first-place votes. Kansas State is No. 2 with 14 first-place votes. Notre Dame is third and received one first-place vote.

The Crimson Tide, which had been No. 1 for 10 straight weeks, dropped to fourth after a 29-24 loss to the Aggies in Tuscaloosa, Ala., on Saturday.

Texas A&M moved up six spots to No. 9.

The Ducks were last No. 1 in 2010. That was the first season in the history of the program that Oregon reached No. 1, and the Ducks spent seven weeks there and reached the BCS championship game, which they lost to Auburn.

No. 25 Kent State is ranked for first time since Nov. 5, 1973.

Given the keyboard's height, the solar components don't really add any unwieldy girth to the folio. At 1.02 pounds, the Solar Folio is a bit heavy?the Logitech Ultrathin weighs only 11.36 ounces.?

There's a plastic frame that accommodates the iPad 2 ,?the third-generation iPad, and Apple's latest fourth-generation model. For the latter, it just has a larger opening than necessary for the slimmer Lightning connector. It's easy to install and remove iPads, and cutouts allow access to all the tablet's ports and buttons. There are small rubber feet that stick out at the bottom of the frame and prop the iPad up in multiple typing positions or at a smaller angle for watching movies in your lap.?

Setup is very simple, as the Solar Keyboard Folio automatically turns on and enters pairing mode the first time you prop your iPad up in a typing position. To the right of the keyboard is a Battery Check button and Bluetooth Connect button, pressing the former lets you check to see if the internal battery is low and pressing the latter allows you to re-pair with another iPad. The Solar Folio automatically turns off when not in use and in my tests, turned on rapidly when propped back into typing position. Logitech recommends six hours of typical room lighting for a full charge. The good news is that you don't need to, say, leave it on a windowsill in direct sunlight to juice it up, but keep in mind that you can't plug it in for power in a pinch. The only way to charge the Solar Keyboard Folio is with light.?Luckily, I never ran out of power during my four-day test period, even when using the Solar Keyboard Folio?primarily indoors.

The case uses the same layout and chiclet style keys as the Logitech Ultrathin. As such, key feel is excellent and I had no trouble typing long documents. The keys provide a satisfying click and they never felt mushy or unresponsive. There's a bit more flex with the Solar Keyboard Folio than the Ultrathin, which has a far more rigid aluminum frame. I was able to comfortably type in my lap, as the rubber feet helped keep the folio propped up. There are no dedicated keys other than the Home button, but a Function key provides shortcuts for media controls and commands like cut, copy, or paste.

Conclusions
The Logitech Solar Keyboard Folio retains the excellent key feel from the company's Ultrathin Keyboard Cover, but loses the slick look and rigid aluminum frame in favor of solar charging capability. Thankfully, the solar panels don't add any significant bulk and I never found myself waiting for the folio to charge. It isn't quite as versatile or durable as the ClamCase, but it's more portable and you'll never have to worry about carrying around extra cables or adapters. Bluetooth keyboard folios, on the whole, don't require constant charging or a ton of power to run, so unless you're overly concerned with your carbon footprint, the less-expensive Ultrathin Keyboard from Logitech, which offers a more portable and attractive design with a sturdier keyboard, might be a better bet.?

New drug target found for cystic fibrosis lung disease

ScienceDaily (Nov. 7, 2012) ? Vancouver researchers have discovered the cellular pathway that causes lung-damaging inflammation in cystic fibrosis (CF), and that reducing the pathway's activity also decreases inflammation. The finding offers a potential new drug target for treating CF lung disease, which is a major cause of illness and death for people with CF.

"Developing new drugs that target lung inflammation would be a big step forward," says Dr. Stuart Turvey, who led the research. Dr. Turvey is the director of clinical research and senior clinician scientist at the Child & Family Research Institute and a pediatric immunologist at BC Children's Hospital. He is an associate professor in the Department of Pediatrics at the University of British Columbia.

The research was published online last week in the Journal of Immunology.

For the study, researchers compared the immune response of normal lung cells with that of CF lung cells after exposing both types of cells to bacteria in the lab. In healthy cells, exposure to bacteria triggers the cell to secrete special molecules that attract immune cells to fight the infection.

In CF lung cells, the researchers discovered that a series of molecular events called the unfolded protein response is more highly activated. It causes the CF lung cells to secrete more molecules that attract an excessive amount of immune cells, which leads to increased inflammation.

They also found that treating the CF cells with a special chemical normalized the unfolded protein response and stabilized the cells' immune response.

CF is the most common genetic disease affecting young Canadians. One in every 3600 children born in Canada has CF. There is no cure. A build-up of mucus in the lungs causes people with CF to be susceptible to bacterial lung infections, which trigger inflammation and swelling. Over time, the recurring cycle of infections and inflammation damages the lungs and can lead to the need for lung transplantation. The only treatments for lung inflammation are steroids and anti-inflammatory medications, which can have significant side effects.

The researchers are planning further study to validate these findings in a larger number of lung cell samples from people with CF.

This discovery resulted from a collaboration among Vancouver investigators and trainees based at the Child & Family Research Institute at BC Children's Hospital, the University of British Columbia, and the Providence Heart + Lung Institute at St. Paul's Hospital.

This research was funded by Cystic Fibrosis Canada and the Michael Smith Foundation for Health Research.

Police Chief's Custom Spam Filter Blocks Occupy Protestors ...

We all enjoyed a loud, incredulous laugh when Janet Napolitano, Homeland Security Secretary, went on record as being proudly computer illiterate. ?Never use email,? she said as part of statement delivered by teletype. Perhaps Oakland Police Chief Howard Jordan should have chosen the Luddite Way, thus avoiding his current problems. Instead, he chose to perform the digital equivalent of plugging his ears and shouting nonsensical syllables at the top of his lungs in order to actively ignore news he didn't want to hear (found via the essential Police Misconduct Reporting Project).

People who've e-mailed Oakland Police Chief Howard Jordan over the past year about Occupy Oakland probably didn't get much of a response.

That's because he used a spam filter to dismiss messages sent to him with ?Occupy Oakland? in the subject line, according to a federal court filing Monday. Same goes for the phrases ?stop the excessive police force,? ?respect the press pass? or ?police brutality.? Instead of landing in his in-box, those messages went straight into his junk mail folder, which he apparently never looked at.

It's tough work being Chief. A steady stream of complaints about the police force under your ?control? is sure to be disheartening. But, if you can't take the heat, reroute it out the nearest opening, am I right? And he would have gotten away with it, too, if it wasn't for that meddling federal court monitor.

Because of those filters, Jordan missed e-mails from other city officials and a federal court monitor, who oversees the department's compliance with court-ordered reforms stemming from a police abuse scandal.

Robert Warshaw, the monitor, had sent Jordan an e-mail with the subject line ?Disciplinary Actions-Occupy Oakland.? Jordan told the court on Oct. 18 that he never saw those e-mails, infuriating Thelton Henderson, the federal judge in San Francisco who appointed Warshaw.

Oops. Ignoring the persistent chatter of unhappy citizens is one thing. Ignoring a federal judge is quite another. While you can safely ignore some of the people all of the time, you can't really ignore all of the people all of the time. You can attempt it, but then you end up in ?unprecedented? territory, which is never a good place to be if you value your career.

Henderson will hear arguments in December about whether to place the Police Department into the hands of a federal receiver, which Oakland officials believe is unprecedented.

When you've mismanaged your post so badly that the police department ends up in receivership via a court order, you've probably done more than filter out anything resembling bad news. A year of unread email certainly didn't improve?the ongoing compliance issue. The handling of ?Occupy Oakland? didn't instill any confidence in the public that their law enforcement officials were there to serve and protect. Henderson's willful rerouting of email pertaining to allegations of excessive force and brutality shows a very ugly contempt for the citizens under his protection. Of course, now that the truth has come out, he has a few excuses.

He had been inundated with anonymous messages, he said in a declaration to the court.

Well, of course. Anonymity is a key ingredient in any protest. Being inundated with messages you don't like doesn't grant you the permission to revise the incoming narrative by dumping anything negative into the trash. The excuse continues:

But he forgot the e-mail filter was still in effect.

It's an easy thing to forget if you find painting a self-portrait on rose-tinted glass preferable to actually dealing with problems in the community and, indeed, within the ranks of your own force. The brain has many wonderful tricks its willing to play on you to provide you with the short term memory and justification needed to ?forget? your determined pruning of incoming messages.

?It was never my intention to ignore the monitor,? Jordan said in his declaration.

No. I'm sure it wasn't. You had no desire to piss off a federal judge. But it was your intention to ignore the general public, a fact that goes unacknowledged by this pitiful statement attempting to pass itself off as some sort of an apology. Turning your incoming mail into a ?yes-man? approximation is just plain sad.

Israelis on trial in Turkey over Gaza ship deaths

ISTANBUL (Reuters) - Turkey on Tuesday opened the trial in absentia of former Israeli military commanders charged over the 2010 killings of nine Turks aboard a Gaza-bound aid ship.

The proceedings against four of Israel's most senior retired commanders, including the ex-head of the army, has been dismissed by Israel as a politically motivated "show trial" and threatens to further strain already fraught relations.

Israeli marines stormed the Mavi Marmara aid ship in May 2010 to enforce a naval blockade of the Palestinian-run Gaza Strip. Nine Turks were killed in clashes on board.

Hundreds of protesters chanting "Murderer Israel!" gathered outside the Istanbul court on Tuesday as witnesses and relatives of those killed in the raid began to arrive.

"Murderer Israel, get out of Palestine!" the crowd chanted as others held up a banner with the words: "What is the difference? Hitler = Israel".

Inside the courtroom, the presiding judge began hearing testimony from those who were aboard the aid flotilla during the 2010 raid and from relatives of the dead. Some 500 people are expected to give evidence.

Dressed in black Islamic head-to-toe covering, Nimet Akyuz, the wife of one of the activists killed on the Mavi Marmara, broke down as she described the moment she learned her husband was dead. Others wept as she spoke.

"I was at home with my daughters when I found out my husband had died. We know they will never suffer the pain we did, but we want those responsible to be punished," she said.

"We want our voice to be heard and the international community to acknowledge Israel's cruelty."

Ann Wright, a former U.S. colonel who was on one of the smaller ships, described how Israeli troops had boarded their vessel, firing paint bullets and tossing stun grenades.

"One of the reasons I went on the flotilla is that I felt compelled to challenge Israeli policy to impose an illegal blockade on Palestine and the U.S. policy to support Israel's illegal actions," she told the court.

"SHOW TRIAL"

The indictment prepared by a state prosecutor seeks multiple life sentences for the now-retired Israeli officers over their involvement in the nine killings and in the wounding of more than 50 others.

The 144-page indictment names Israel's former Chief-of-Staff Gabi Ashkenazi and three other senior commanders. It lists "inciting murder through cruelty or torture" and "inciting injury with firearms" among the charges.

Israel says the accused have not even been notified of the charges.

"This is not a trial, this is a show trial with a kangaroo court. This is a trial taken right out of a Kafka novel, a grotesque political show that has nothing to do with law and justice," Yigal Palmor, an Israeli Foreign Ministry spokesman, told Reuters TV.

Israel and NATO member Turkey, which both border Syria, once shared intelligence information and conducted joint military exercises, cooperation which has since been cancelled.

Turkey expelled Israel's ambassador and froze military cooperation after a U.N. report into the 2010 incident released in September last year largely exonerated the Jewish state.

The report deepened the rift when it concluded that Israel had used unreasonable force but that its blockade on Gaza was legal.

Israeli Prime Minister Benjamin Netanyahu said in July that Israel and Turkey needed to repair their relationship, but attempts to rekindle the strategic alliance have failed.

Turkey has demanded a formal apology, compensation for victims and the families of the dead, and for the Gaza blockade to be lifted.

Israel has voiced "regret", falling short of the full apology demanded, and has offered to pay into what it called a "humanitarian fund" through which casualties and relatives could be compensated.

While the breakdown in ties has produced a sharp drop in the number of Israeli tourists to Turkey, other business has flourished. Bilateral trade increased from more than 3 billion dollars in 2010 to more than 4 billion in 2011, according to Turkish data. Trade for the first nine months of 2012 was around 2.7 billion dollars.
